Can I interact with a Web Application using a Smart Phone?

I don’t know very much about smart phones, but if I write a Web Application (like with ASP.NET), can I connect with a smart phone that has been dubbed WiFi enabled, and claims to have a web browser? Like would they have the ability to just enter in (and hopefully bookmark) the URL for the application, navigate there and query stuff through the web pages?
