What smart-phone can I buy in the US that will work to check email in Vietnam?

I realize the i-phone will do the trick, but this is meant to be a gift for someone in Vietnam and the iphone requires a contract back here. Unlocked iphones are over $600. Is there anything cheaper (and less complicated)? The device doesn’t have to work on a cell network in Vietnam, just have a web browser and ability to check email. Thanks!
